ILR Who is exempt from the exam? How are age and education recognized?

65 years old is the age exemption line for the two requirements.

The permanent residency rules for Home Office separately check English language proficiency and Life in the UK (knowledge of British life). Age may exempt both; a qualifying degree usually only addresses English. The following is a review of what should be done before registering for the test, according to the current rules verifiable as of September 10, 2026.

Check the date of birth, calculate age based on the submission date

First confirm whether your permanent residency path requires meeting these two conditions, then place the application submission date together with your passport's birth date.

Among the routes that meet these two requirements, applicants under 18 years old or over 65 years old are eligible for age exemption. The basis is the current "Immigration Rules" Appendix English Language EL 1.1 and Appendix KOL UK KOL 1.1; applications subject to Appendix KoLL shall refer to section 3.1. If the applicant is still 64 years old at the time of submission, they cannot be exempted from the test merely because they will turn 65 during the processing period. Evidence of age such as passport must still be submitted, and the exemption does not waive other eligibility requirements such as residence duration.

Have a degree, first clarify which one is exempted

I think that if one already has a UK degree that meets the requirements, it is not worth retaking the English language test for settlement.

Next, check whether the certificate belongs to an accredited academic degree, usually bachelor's, master's or doctorate; ordinary course completion certificates cannot be directly regarded as degrees. The statement "having a UK master's degree, no exams are needed at all" is wrong because it exaggerates the role of the academic qualification: the academic qualification can prove that the English language requirement is met, but Life in the UK still needs to be separately fulfilled unless there is an exemption. When filling out the form, distinguish between "using the degree to prove English proficiency" and "exemption due to age or health reasons."

Find the issuer, don't just look at the class location

Find out the issuing institution on the degree certificate, and then decide which set of documents to prepare.

The UK degree generally requires the degree certificate; when the certificate has not been issued or is lost, a transcript or school certificate confirming that the degree has been awarded according to official requirements can be used, but an admission letter cannot be used as a substitute.

健康豁免，要说明具体障碍

有长期身体或精神健康障碍的人，还可核对健康豁免。医疗证据应说明病情怎样影响学习、备考或应考。可请符合要求的医疗专业人士填写官方医疗豁免表，并附相关诊断资料；具体是否必须使用该表，应按申请路线核对。Home Office审案指引还要求考虑考试中心提供的辅助安排，单有残疾或诊断名称，不等于自动获准免考。

申请免其中一项，不会自动免另一项；医疗证据要分别解释。

List the two pieces of evidence separately before filling out the form.

In the English column, clearly state the adopted age exemption, qualified degree, or other acceptable proof methods; in the Life in the UK knowledge column, clearly state the exam pass record or applicable exemptions. Those who have previously passed the Life in the UK test do not need to retake it, just keep the pass record. If relying on the English proof from a previous visa, confirm whether the current route allows the use of the previous proof, and whether the level achieved previously meets the current requirements. It is not sufficient to just write "previously applied for a visa."

The academic documents are complete, but the section on living knowledge is still empty, so it's not yet ready to submit.
