After obtaining ILR, does a UK driving license need to be exchanged?
On a UK photocard driving licence, the name, address, photograph, and expiry date each occupy a designated field. The renewal page lists the application requirements, fees, and the documents required for identity verification. For visa holders, there are also separate arrangements for maintaining this card.
The following applies to those who already hold a UK driving licence in England, Scotland, and Wales; Northern Ireland follows a separate DVA process.
1. Once ILR is in hand, there is no need to reapply.
My assessment is that if your driving licence is still valid, your personal details require no changes, and there are no other reasons for renewal, it is not worth applying for a new one solely on the grounds of being granted permanent residence. The DVLA's standard renewal conditions require applicants to reside in Great Britain and not be disqualified from driving; holding ILR is not listed as a prerequisite. Individuals holding a time-limited visa are also eligible to apply for renewal under the applicable conditions. Applicants must still meet the residence, health, and driving entitlement requirements during the process; the grant of permanent residence does not replace these checks.
For a driver's license already nearing expiration, there is no need to delay its renewal solely to wait for permanent residency approval.
2. For the 10-year term, refer to the card; for fees, refer to the channel.
Standard photocard driving licences are typically renewed every 10 years; however, different rules apply for drivers aged 70 and over, short-term medical licences, and similar cases. As of 17 October 2026, the DVLA fee for a standard online renewal is £14, while a postal application costs £17. Once an online renewal is approved, the new licence takes effect from the date of approval, and its validity period does not simply extend from the expiry date of the old card.
If there is a change in name or title, applications must be submitted by mail; online renewal is also unavailable for changes in signature.
3. Select other uses for the share code
Individuals who need to submit proof of identity and already have a UKVI account can use a share code. The DVLA's "Proof of identity for a driving licence application" guidance instructs users to select "something else" on the generation page and enter the code into the application form, explicitly stating that physical identity documents do not need to be sent by post when using this route. This option is highly useful for those who do not want their passport mailed along with their licence renewal application; the application form and all other required documents must still be prepared in accordance with the requirements for this process.
There is another detail on the same page: you can use a sharing code to verify your identity, eliminating the need to have someone else sign the application form and provide a photo for identity verification.
4. While waiting for the visa, check whether the residence permit has been extended.
The remaining validity period of several years on a driving licence does not prove that the holder has possessed the right to reside in the UK throughout those years; nor can the expiry of an old visa date alone be grounds for determining that the driving licence should be revoked. Home Office The updated "Vehicle and Driving Licence Sanctions Guidance" of 9 October 2026 explicitly states that individuals who still have valid leave to remain, including leave extended by virtue of section 3C of the Immigration Act 1971, should not be subjected to the driving licence revocation procedure on the grounds of lacking lawful residence. Where a valid in-country application for further leave to remain or indefinite leave to remain was submitted before the original permission expired and remains pending at the time of expiry, it must be verified whether the conditions of this provision are met. When supplementary documents are required, the record of the original permission's expiry, the application submission confirmation, the case reference number, and subsequent correspondence may be compiled together to facilitate the verification of the individual's immigration status for the relevant period.
The 3C residence permit only covers the status conditions here; driver's license expiration, driving bans, or medical restrictions must still be processed in accordance with their respective regulations.
5. Receive the verification letter and respond within the deadline.
The batch verification process outlined in the aforementioned guidelines specifies that, upon issuance of a revocation warning letter, the holder has 10 working days to present reasons why the revocation should not proceed. Upon receiving the letter, the holder must submit evidence of their current residence or residence extension as requested, and retain proof of submission. If a driving license has already been revoked following an identity verification and is later determined to have been revoked in error, a formal restoration process still applies; merely retaining the permanent residence approval does not mean that the license restoration process has been completed.
This type of letter should be handled separately from the license renewal reminder: the former pertains to driving privileges, while the latter serves as a reminder for card renewal.
