Does the UK citizenship check for outstanding fees? How is the £500 line calculated?
The most frequently asked version is like this: I have lived here long enough and obtained permanent residency, but there was an unpaid NHS bill left from a few years ago. Will applying for citizenship be affected by this?
It will have an impact, but the trigger point is not "owing money" itself. Home Office released the new version of "Good character" guidelines (7th edition) on April 30, 2026, which categorized debts into two types and was written in more detail than many people might imagine. Let's break down this section sentence by sentence.
How is the section about debts written in the original text of the UK naturalization review?
First sentence: Being in debt itself usually does not constitute a reason to refuse naturalization. In practice, this means your mortgage, car loan, student loan, credit card installment payments, as long as they are being repaid normally, the case reviewer will not worry about good character because of this. The guidance is concerned with behavior, not balance.
The second sentence is an exception and also the focus of the entire paragraph: outstanding debts of NHS exceeding £500, and litigation costs for Home Office (court-ordered fees that were not paid), are both highlighted separately.
These two situations may sound obscure, but they are quite common among Chinese people in the UK. Parents come on visitor visas to visit their children, and during the trip, they go to the emergency room or have medical examinations. NHS trust then sends a bill to your home address at the overseas visitor rate after the fact, but by that time, the person has already returned to China and there's no one to handle the bill; or during a period when their visa is in the gap between renewals, IHS coverage has a gap, and the costs for obstetric care or specialist outpatient visits during that period become out-of-pocket expenses; or maybe they had a legal review in the past with Home Office and lost, and after the costs order was issued, they didn't settle it. Records left by these three situations will all enter the same verification channel.
The third sentence is the most important operational detail in this version of the guidelines: when such arrears are found, the case reviewer should first send a letter to the applicant, requesting evidence that the debt has been settled, rather than directly issuing a rejection letter. This step provides a window for remediation, not an exemption.
The fourth sentence concludes: If a person intentionally or recklessly accumulates debt and shows no genuine intention to repay, it should usually be rejected. The dividing line is between "can't pay" and "won't pay" - those who have a formal repayment agreement and fulfill it according to the terms are on the safe side of the line.
The same paragraph also mentions two things: bankruptcy itself does not automatically lead to rejection unless fraud is involved; in terms of tax, long-term late filing of taxes, owing taxes, and not having made a repayment arrangement with HMRC will be included in the overall assessment of financial soundness.
| circumstances | guidance on how to handle | things to do before submitting |
|---|---|---|
| Mortgage, car loan, credit card installment payments | Normal repayment does not constitute a reason for rejection | No special handling required |
| NHS Overdue amount exceeds £500 | The adjudicator first sends a letter requesting proof of settlement | Request written settlement confirmation from the corresponding trust |
| owes litigation fee | same as above, must prove payment of | settled and retain payment receipt |
| has the ability to repay but has not repaid for a long time | usually refuses | first negotiate a written repayment agreement |
Where was the letter sent, and how much time do you have?
This relates to changes on the process side. The naturalization application now goes through the UKVI account with online form AN. Supplementary documents are not sent by post, but directly to the email address you registered with. If you have changed your email, the email ends up in the spam folder, or if you used an email address provided by an agent to fill out the form, the message may arrive but you may not see it.
At the same time, the standard processing time after collecting biological information is 6 months. The fee is £1,709 for the application fee plus £130 for the oath fee, which will be charged once when submitted.
My judgment is that people who know they may have NHS arrears should not bet on the step of "the reviewer will send a letter first." It is common in practice for the overseas visitor financial department of NHS trust to adjust an old account from several years ago and then issue a written clearance confirmation, which may take one or two months. However, the response period given by the supplementary document letter is usually counted in weeks. If you wait for the letter before starting to look for the bill, the timing will not match.
It's a good time to correct a widely circulated statement in the group: ""NHS If you owe more than £500, don't apply for citizenship, it will definitely be rejected". This statement conflates visa rules with nationality rules. The £500 threshold appears in the immigration rules' refusal clauses, targeting visa and permit applications, and is a discretionary matter; when it comes to the good character assessment for naturalization, the original guidance clearly requires first giving an opportunity to settle the debt, and after settling and providing evidence, it is usually not refused solely based on this point. The real obstacle is the judgment that "the person has the ability to pay but never does."
So the actions before submission are simple: recall whether you and your family have used medical services under a non-full coverage NHS status in the past ten years; if you have any memory of it, directly call the overseas visitor team of that hospital to request a statement of account status; if there is a balance, pay it off first, and keep the payment receipt and confirmation letter together in the file. For those without any outstanding fees, it's also worth keeping a written confirmation of "zero balance," which is much more efficient than explaining later.
The column for good character has no score, just a record. The more specific evidence you can put in in advance, the less room there is for the judge to speculate.
