It will have an impact, but the trigger point is not "owing money" itself. Home Office released the new version of "Good character" guidelines (7th edition) on April 30, 2026, which categorizes debts into two types for handling, and it is written in more detail than many people imagine. Below we break down this section sentence by sentence.

How is the section about debt written in the original text of the UK citizenship review?

First sentence: Being in debt itself usually does not constitute a reason to refuse naturalization. In practice, this means your mortgage, car loan, student loan, credit card installment payments, as long as they are being repaid normally, the adjudicator will not take this into account regarding good character. The guidance is concerned with behavior, not balance.

The second sentence is the exception and the focus of the entire paragraph: arrears of NHS exceeding £500, and litigation costs for Home Office (court-ordered fees that were not paid), are specifically highlighted.

These two things may sound obscure, but they are quite common among Chinese people in the UK. Parents come on visitor visas to visit relatives, and during the trip, they go to the emergency room or have examinations.
