The rules are simple: from the day you become a British resident, your mainland Chinese driving license can only be used in England, Wales, and Scotland for 12 months. Note that the starting point is "becoming a resident", not the visa expiration date, nor is it a random day after the entry date. Study permit, work permit, spouse visa, BNO, as long as you make your home in the UK, the clock will start ticking.
Once 12 months is up, the Chinese driving license can no longer be used to drive in the UK. Driving on the road at this time is considered an unlicensed driving, and insurance usually lapses at the same time - fines, penalty points, and vehicle impoundment may occur.

Which driving licenses can be replaced? Depends on the place of issuance, not permanent residence status
The UK has a list of "designated countries", and driver's licenses on the list can be directly exchanged for British driver's licenses without having to retake the exam.
