Hold a UK visa, who should I complain to about bullying on campus?

The student has already changed dormitories and received an arrangement that avoids contact, but still feels unsafe and has requested the school to handle the matter formally. The case CS042608, made public by OIA in April 2026, records that the party previously reported bullying and sexual harassment by a roommate, and the school adopted an informal resolution. The party then requested a review.

I think that when there is still a risk of exposure, the report should simultaneously put forward specific protection requests, and safety arrangements need to be implemented during the waiting period for the investigation.

First implement the safety arrangements, then preserve the original evidence.

This article focuses on students in higher education institutions in England and Wales. OIA refers to the independent adjudication body for higher education, and specific acceptance requires verification of the institution's membership; Scotland, Northern Ireland, and primary and secondary schools have different procedures. In case of an ongoing danger, go to a safe place and report to the police. When seeking help from the student support team, you can clarify whether you will still be in contact with the other party tonight and tomorrow, and request to change dormitory, adjust group assignments, or limit contact, asking the school to assess and confirm in writing. In the initial case, the school had already taken contact management measures before the dispute was resolved.

You may also ask the student council consultation team whether they can help organize materials or accompany you to meetings, reducing the pressure of making presentations alone.

Evidence can be organized by "date, behavior, attachment, impact": group chats retain context and account information, offline events record location and attendees, and materials related to injuries, medical treatment, or work impact are filed separately. The UK government's anti-bullying guidance reminds that online harassment messages should keep time records, and received messages should not be deleted. My suggestion is to save original files, and make a brief directory, distinguishing facts that you personally experienced from those recounted by others, which will help investigators verify.

After submitting a written report, confirm which procedure to enter

Save this school bullying and harassment handling rule before submitting, report through the designated channels, and request a receipt confirmation and information about the person in charge of the follow-up.

OIA "Guidance for Handling Reports of Harassment and Unwanted Sexual Conduct", 9th edition 2026, paragraphs 16 and 17 distinguish between a "disclosure" seeking advice or support, and a "report" wishing the school to take further action. After receiving counseling, it is still necessary to confirm whether to initiate formal procedures. Written materials can clarify: which behaviors the school is expected to investigate, what existing evidence there is, and what protections are needed. When accepting temporary housing arrangements, it is also possible to simultaneously indicate the desire to continue with formal processing, and ask the school to confirm the applicable procedure and estimated progress.

The complainant may request a review of the school's handling; appealing directly against the punishment of another student is usually not applicable. The two should be handled separately.

A practical detail in paragraphs 300 and 301 of the same guidance: The review request from the complainant should be considered by someone who did not participate in supporting, investigating, or making the decision; it is usually unnecessary to have the student go through the full three-stage complaint process again. This is considered a good practice guideline. When requesting a review, specific evidence that was not addressed or insufficient protections can be pointed out, and it can be asked whether the case can be reviewed directly at the review stage of the internal complaint process, thereby reducing redundant statements.

After the on-campus program ends, apply to OIA for review.

After the internal review is completed, a Completion of Procedures Letter (COP) should be obtained, which is the case closure letter, to verify the final decision and the deadline for external complaints.

Free OIA complaints, usually must be submitted within 12 months from the date stated in the COP letter for the OIA to receive the complaint form. This period applies to external review; internal reporting and appeals still have their own time limits. The complaint content can focus on whether the school has conducted a fair investigation, provided reasonable support, and explained the handling results. If the process has not been advanced for a long time, you can also inform the OIA about what steps have been taken to follow up; in special circumstances, it may consider complaints that have not yet completed internal procedures, and whether to accept them is determined by the OIA.

The party in the initial case waited 11 months before filing a complaint with the OIA; by the time of the review, they had already completed their studies, and the available remedies had also changed.

OIA part supports the complaint, acknowledges that the school had managed the parties' contact in a timely manner, but also found problems with the informal resolution rules and communication, and recommended an apology and compensation of £2,000. Considering new complaints during the period and the fact that the parties have completed their studies, OIA did not recommend a formal reprocessing of the initial report; the amount cannot be used as a standard for compensation in other cases. For those still living on campus, it is necessary to clearly write down the required accommodation, class, and protection arrangements so that the processing result can respond to current difficulties.
