Can a Chinese driver's license be directly exchanged for a British driver's license? Relationship with permanent residence status

JustiScript15 July 2026👁️ 590

Friends who have just landed in the UK and hold a domestic driving license will almost always ask the same question: Can my Chinese driving license be directly exchanged for a British driving license? What’s even more troublesome is that many people don’t know that changing your driver’s license is actually tied to your visa and permanent residence (ILR) status. Today I will use an article to explain the relationship between timeline and identity. ⏱️

Can I change my British driving license directly? First check which country your driver’s license is from

The UK divides overseas driving licenses into two categories. The first category comes from "designated countries" (designated countries) , and can be directly exchanged for a British driving license without re-examination. If the other category is not on the list, you cannot change it directly and you have to take the British driving license test again.

Important reminder: Hong Kong is on the designated list, but Mainland China is not on . This means that holders of a Hong Kong driver's license can directly exchange for a British driver's license, while friends holding a mainland Chinese driver's license can only take the exam. The list also includes Australia, Canada, Japan, South Korea, Singapore, Switzerland, New Zealand, South Africa, the United Arab Emirates and other places.

Changing Chinese driver’s license to British driver’s license: Why can’t you just change it directly?

There is currently no agreement on mutual recognition of driver's licenses between mainland China and the UK, so the mainland driver's license cannot be "changed" and can only be retaken. The process is: first apply for a British provisional license, pass the theory test, and then pass the road test (practical test) before you can get a British official driving license.

After you become a British resident, you can legally drive with a Chinese driver's license for up to 12 months. If you have not obtained a British driving license for more than 12 months, you are on the road without a valid driving license - there are risks of insurance lapse, demerit points and even fines.

Therefore, friends who hold a mainland driver's license must have a sense of time as soon as they land: counts down 12 months from the day they become "residents" , so make an appointment for the theory and road test as early as possible. A "resident" in the UK usually means one who has lived in the UK for 185 days in a year.

What is the relationship between changing to a British driving license and visa and permanent residence status?

This is the point most people ignore. Since July 2014, applying for a British driving license must prove that you have legal residence status in the UK . In other words, the DVLA will check your immigration status - valid visa, permanent residence or British citizenship. Without legal status, you cannot apply for a British driving license.

The same applies to those who hold a Hong Kong driver's license and go for direct renewal: when renewing, you must not only prove your identity, but also prove that you are a British resident. After obtaining permanent residence (ILR), your residence status will be the most stable. Applying for and renewing a driver's license will no longer be affected by the visa expiration time. This is why many people leave the driver's license matter until after permanent residence.

eVisa Times driver’s license renewal: how to provide identity proof

Proof of identity has changed in 2026. The old BRP cards will all expire on December 31, 2024, and will be changed to online electronic visa eVisa. Nowadays, the mainstream way to prove your identity to the DVLA is to log in to your UKVI account and generate a share code (share code) in the "view and prove" service to provide it to the DVLA. There is no need to mail the original passport, which saves time and worry.

For those who have not yet set up a UKVI account, please complete the registration as soon as possible with your passport or (not expired for too long) BRP. If the identity is not cleared, it is easy to get stuck in the driver's license application step.
