Holding a UK visa, who should I complain to about bullying on campus?

The student has moved dormitories and has also been given a non-contact arrangement, but still feels unsafe and has requested the school to handle the matter formally. The case CS042608, made public by OIA in April 2026, records that the party had previously reported bullying and sexual harassment by a roommate, and the school had adopted an informal resolution. The party then requested a review.

I believe that when there is still a risk of exposure, the report should simultaneously propose specific protection requests, and safety arrangements need to be implemented during the waiting period for the investigation.

First implement the safety arrangements, then preserve the original evidence.

This text focuses on students in higher education institutions in England and Wales. OIA refers to the independent adjudication body for higher education, and specific acceptance requires verification of the institution's membership; Scotland, Northern Ireland, and primary and secondary schools have different procedures. In case of an ongoing danger, go to a safe place and call the police. When seeking help from the student support team, you can clarify your accommodation tonight and whether your classes tomorrow will still involve contact with the other party, and request to change dormitories, adjust group assignments, or limit contact. Ask the school to assess and confirm in writing. In the initial case, the school had already taken contact management measures before the dispute was resolved.

You may also ask the student council consultation team whether they can help organize the materials or accompany you to the meeting, reducing the pressure of presenting alone.

Evidence can be organized by "date, behavior, attachment, and impact": group chats retain context and account information, offline event records note the location and people present, and materials related to injuries, medical treatment, or work impact are stored separately. The UK government's anti-bullying guidance reminds that online harassment messages should keep time records, and received messages should not be deleted. My suggestion is to preserve original files, and make a brief directory, distinguishing facts you personally experienced from those recounted by others, which will help investigators verify.

After submitting a written report, confirm which procedure to enter

Save this bullying and harassment handling policy before submitting, report via the designated channels, and request a receipt confirmation and information about the person in charge.

OIA "Guidance for Handling Reports of Harassment and Unwelcome Sexual Conduct", 2026 September edition, paragraphs 16 and 17 distinguish between a "disclosure" seeking advice or support, and a "report" wishing the school to take further action. After receiving counseling, it is still necessary to confirm whether to initiate formal procedures. Written materials can clarify: which behaviors the school is requested to investigate, what evidence is currently available, and what protections are needed. When accepting temporary housing arrangements, it is also possible to simultaneously indicate the desire to continue with formal processing, asking the school to confirm the applicable procedure and expected progress.

The complainant may request a review of the school's handling; appealing directly against the punishment of another student usually does not apply. These two matters need to be separated.

Under the same guidance, paragraphs 300 and 301 contain a practical detail: the review request of the complainant should be considered by someone who did not participate in supporting, investigating, or making the decision; it is usually unnecessary for the student to go through the entire three-stage complaint process again. This is part of the good practice guidance. When requesting a review, specific evidence that was not addressed or remaining protections that are insufficient can be pointed out, and it can be asked whether the case can be reviewed directly at the review stage of the internal complaint process, thus reducing redundant statements.

After the on-campus program ends, apply to OIA for review.

After the internal review is completed, a Completion of Procedures Letter (COP) should be obtained, which is the closing letter, to verify the final decision and the deadline for external complaints.

Free OIA complaints, usually must be submitted within 12 months from the date stated in the COP letter. This period is for external review; internal reports and appeals still have their own time limits. The complaint content can focus on whether the school has conducted a fair investigation, provided reasonable support, and explained the handling results. If the process has not been advanced for a long time, you can also inform the OIA about what steps have been taken to follow up; in special circumstances, it may consider complaints that have not yet completed internal procedures, and whether to accept them is determined by the OIA.

The party in the initial case waited 11 months before filing a complaint with the OIA; by the time of the review, they had already completed their studies, and the available remedies had also changed.

OIA part supports the complaint, acknowledges that the school had timely managed the contact between both parties, but also found issues with the informal resolution rules and communication, and recommends an apology and compensation of £2,000. Considering new complaints during the period and the fact that the complainant has completed their studies, OIA did not recommend a formal reprocessing of the initial report; the amount cannot be used as a standard for compensation in other cases. For those still living on campus, it is necessary to clearly write down the required accommodation, class schedules, and protection arrangements, so that the processing result can respond to the current difficulties.
