永居计算器 · November 2, UK Policy Update / 02
First, review the document status: This article interprets the UK government's response to consultation CP 1707, published on 2 November 2026. It establishes a new framework, but implementation still requires detailed immigration rules and operational guidance. The following "new framework" should not be treated as an already effective application condition.
When someone receives a salary increase notice, they might start thinking about whether their permanent residency can be advanced. A married couple may be more concerned: if one works and the other takes care of the children, can both stay together? What happens when a child turns 18 during university studies?
The government's response on November 2nd incorporated these family realities into the new framework. However, the three distinct conditions—the income threshold of , the required number of years for income documentation, and the residency duration of —are being combined together, making it easy to retroactively push back the application date by several years.
01|First, clearly understand the three amounts
£125,141 per year: 3-year pathway to income acceleration.
£50,271 per year: 5-year pathway to income acceleration. £12,571 per year: Minimum personal financial contribution threshold under the standard pathway, with exemptions available.
These are threshold requirements in the response and do not equate to the salary sponsorship requirements for all visas.
Please pay special attention to the last digit. The current response states £50,271 and £125,141. If you still forward a screenshot using the figures from the old consultation document, readers may easily fail to recognize which version you are referring to.
More importantly, the new framework does not solely consider the salary on the application date. The government adopts a "best years" approach, examining a longer time window to identify qualifying years, thus allowing room for income fluctuations due to childcare, illness, and other factors.
02|Making enough money for one year does not mean you've entered a five-year path
Three-Year Pathway: demonstrates that in three out of the four years prior to the application, the annual income reached £125,141. The summary table should indicate three years achieved, or three out of the most recent four years.
Five-Year Route: In the five years prior to application, applicants must have earned £50,271 in three of those years. This means two years may fall below this threshold, but qualifying residence period and other conditions must still be met.
Consider the following hypothetical example solely for illustrative purposes: a person has had an income of £52,000 in three out of the past five years, while falling below the threshold in the other two years due to childcare responsibilities. This aligns with the document's stated approach of "three years meeting the criteria"; however, whether the individual meets the five-year qualifying residence requirement and how income is attributed to specific years still need to be assessed according to detailed rules.
Conversely, the increase from £40,000 to £52,000 does not automatically mean that each previous year's salary was calculated based on the new rate. Contract annual salary, actual income, tax records, and bonus entitlements should not be assumed to be entirely identical without proper guidance.
03 | Ten-Year Journey, One Original Text Difference Must Be Mentioned
Referring to the summary paragraph on page 11, it mentions £12,571 per year for at least three years; however, the specific assessment criteria on page and the summary table on page 42 state that £12,571 must be achieved for five out of the seven years prior to the application.
We inform readers of the "five out of seven years" arrangement through specific evaluation paragraphs and summary tables, while preserving this textual discrepancy. cannot be interpreted as a guarantee that "earning enough in three years will definitely meet the ten-year pathway requirement." ultimately depends on how implementation rules and technical guidelines are unified.
This is also why permanent residency planning cannot rely solely on a single online chart listing "three years/five years/ten years." A single number on the chart often corresponds to income thresholds, route restrictions, and additional conditions.
04|One works, one takes care of the child: Income consolidation has been arranged
The response allows eligible couples or partners to combine their incomes to meet the household minimum financial contribution threshold of £25,142 (), which is double the individual minimum amount. This total can be met by one person alone or jointly by both. The relationship must be genuine and ongoing, and only one person may rely on the other's income for this purpose.
This is meaningful for the person who reduced their working hours to care for children: not everyone needs to earn £12,571 individually. However, note that the document refers to the combined minimum financial contribution threshold of . It does not follow from this that "two people each earning £26,000 would combine to form a £50,271 five-year accelerated eligibility."
The partner and the main applicant arrive in the UK at the same time, and if eligible, can settle simultaneously; partners who join later need to complete the same qualifying period of residence. The main applicant's qualifying period being sufficient does not automatically mean the later-arriving partner also meets the requirement.
05|A child turning 18 is not the end of all protection
under 18: 's new framework retains the arrangement for living with parents, waiving requirements related to income, government debt, English language proficiency, and the Life in the UK test, but still requires meeting eligibility criteria and having no criminal record.
Aged 18 to 24: Young adults who retain dependent family member status may continue to settle with their families without meeting individual income requirements, but must still satisfy other mandatory conditions applicable to adults. Pursuing university studies does not automatically replace the assessment of "still maintaining dependent family member status."
Age 25 and above: If the child has reached this age when the family obtains permanent residency status, respond by requiring the child to obtain eligibility independently, or to transition onto an appropriate independent immigration pathway. Specific applicability and conversion arrangements will depend on detailed regulations.
Family planning requires simultaneously reviewing three timelines: the qualifying residency duration for the main applicant, the individual residency duration of the partner, and the child's age at the time the family gains eligibility. An accelerated pathway for one person should not be directly applied to the entire family.
What can be done tonight is to get the accounts ready
Compile P60s, payslips, and HMRC records for each year; highlight maternity leave, sick leave, or job changes; list the visa start date and birthday for each family member separately. Do not fabricate salary figures, backdate documents to meet numerical requirements, or treat unpublished income calculation methods as established rules.
