Holding a UK visa, who should I complain to about bullying on campus?

JustiScript•23 September 2026•👁️ 827

The student has already changed dormitories and received an arrangement that avoids contact, but still feels unsafe and has requested formal handling by the school. The case CS042608, made public by OIA in April 2026, records that the party previously reported bullying and sexual harassment by a roommate, and the school adopted an informal resolution. The party then requested a review.

I think that when there is still a risk of exposure, the report should simultaneously propose specific protection requests, and safety arrangements need to be implemented during the waiting period.

First implement the safety arrangements, then preserve the original evidence.

This article focuses on students in higher education institutions in England and Wales. OIA refers to the independent adjudication body for higher education, and specific acceptance requires verification of the institution's membership; Scotland, Northern Ireland, and primary and secondary schools have different procedures. In case of an ongoing danger, go to a safe place first and then report to the police. When seeking help from the student support team, you can clearly state your accommodation tonight and whether your classes tomorrow will still involve contact with the other party, and request to change dormitory, adjust group assignments or limit contact, asking the school to assess and confirm in writing. In the initial case, the school had already taken contact management measures before the dispute was resolved.

You may also ask the student council consultation team whether they can help organize the materials or accompany you to the meeting, thus reducing the pressure of making the presentation alone.

Evidence can be organized by "date, behavior, attachments, and impact": group chats retain context and account information, offline event records note locations and attendees, and materials related to injuries, medical treatment, or work impact are filed separately. The UK government's anti-bullying guidance reminds that online harassment messages should keep time records, and received messages should not be deleted. My suggestion is to save original files, and make a brief directory, distinguishing between facts that you personally experienced and those recounted by others, which facilitates investigation personnel to verify.

After submitting a written report, confirm which procedure to enter

Save this school bullying and harassment handling rule before submitting, report through the designated channel, and request a receipt confirmation and information about the person in charge of the follow-up.

OIA "Guide for Handling Reports of Harassment and Unwelcome Sexual Behavior", 9th edition 2026, paragraphs 16 and 17 distinguish between disclosure, which refers to seeking advice or support, and report, which refers to the desire for the school to take further action. After receiving counseling, it is still necessary to confirm whether to initiate formal procedures. Written materials can clearly state: which behaviors the school is requested to investigate, what existing evidence there is, and what protection is needed. When accepting temporary housing arrangements, it is also possible to simultaneously indicate the desire to continue with formal processing, and ask the school to confirm the applicable procedure and expected progress.

The complainant may request a review of the school's handling; appealing directly against disciplinary action taken against another student is usually not applicable. These two matters need to be handled separately.

Under the same guidance, paragraphs 300 and 301 contain a practical detail: the review request of the whistleblower should be considered by someone who did not participate in supporting, investigating, or making the decision; it is usually unnecessary for the student to go through the entire three-stage complaint process again. This is part of the good practice guidelines. When submitting a review, specific evidence that was not addressed or remaining protections that are insufficient can be pointed out, and it can be asked whether the case can be reviewed directly at the review stage of the internal complaint, thus reducing redundant statements.

After the on-campus program ends, apply to OIA for review.

After the internal review is completed, a Completion of Procedures Letter (COP) should be obtained, which is the case closure letter, to verify the final decision and the deadline for external complaints.

Free OIA complaints, usually must be received by the OIA within 12 months from the date stated in the COP letter. This period applies to external review, while internal reports and appeals each have their own time limits. The complaint content can focus on whether the school has conducted a fair investigation, provided reasonable support, and explained the handling results. If the process has not been advanced for a long time, you can also inform the OIA about what steps have been taken to follow up; in special circumstances, it may consider complaints that have not yet completed internal procedures, and whether to accept them is determined by the OIA.

The parties in the initial case waited 11 months before filing a complaint with the OIA; by the time the review was conducted, they had already completed their studies, and the available remedies had also changed.

OIA part supports the complaint, acknowledging that the recognized school had timely managed the contact between both parties. However, it identified issues with the informal resolution rules and communication, and recommended an apology and compensation of £2,000. Considering new complaints during the period and the fact that the parties have completed their studies, OIA did not recommend re-initiating formal processing of the initial report; the amount cannot be used as a standard for compensation in other cases. For those still living on campus, clearly documenting the required housing, class schedules, and protection arrangements is essential to ensure the outcome addresses immediate difficulties.
