How to meet ILR English B1? Recognized Examinations and Exemptions
Same name for the English exam, so similar. Just selecting the right registration program is enough to be troublesome.
As of September 23, 2026, this article discusses permanent residency applications that still require B1 requirements. B1 is an English language level, usually requiring proof of passing listening and speaking tests; recognized exams, qualified degrees, previous approved records, or exemption grounds may all be useful. Those planning to apply later must check the threshold separately: Appendix KoLL paragraph 2.2(c) of the Immigration Rules stipulates that applications applicable from March 26, 2027, will require B2.
ILR English Exam, the name must be complete
The registration page says "B1", but it's not enough to confirm that it can be used.
| Recognized Listening and Speaking Project Examples | Corresponding Tier |
|---|---|
| IELTS Life Skills B1 | B1 |
| PT Home B1 | B1 |
| GESE Grade 5 (SELT version) | B1 |
The table above shows some examples of speaking and listening tests recognized within the UK, not a complete list. When choosing a new test, three conditions must be met simultaneously: the Secure English Test version, approved test centers, and the required level; other English tests provided by the same institution cannot be automatically considered as equally recognized. The four-skill recognized tests may also meet the requirements, but it is necessary to check the specific scores required for the application, not just the total score. A certificate of completion of a general course or a statement that English is used in daily work cannot be used alone as the required proof. When comparing test seats, save the full name of the test and the specific test center together, which will make it easier to verify when filling out the application.
The UKVI "SELT Guidance" section on identity verification also allows candidates within the UK to use eVisa, and when generating a share code, select "to prove your immigration status for anything else". The application materials must be consistent with the identity document used.
Have old grades, check first if they can be used directly.
If the old certificate is more than two years old, it is not necessary to retake the test immediately. The UK government's English qualification guidelines allow some expired B1 and above results to be used for settlement, provided that the previous immigration application accepted it, the test is still on the approved list; also, the specific terms of your route need to be checked. The certificate date and the usage record in the immigration application need to be considered together.
Expired scores not previously used in approved applications cannot be directly applied to this exception.
The English proficiency level needs to meet the current standard: if the spouse previously submitted A2 for renewal, it can only prove that A2 level was achieved at that time, and cannot directly serve as B1. When organizing documents, score reports, test codes and corresponding approved records can be placed together; finding only one certificate is often insufficient to determine which reuse condition applies. A qualified UK degree or a foreign degree with English instruction assessed by designated agencies may also serve as another form of proof, and certificates and required assessment materials should be prepared according to the route.
What is the basis for exemption?
Age exemptions are determined on the day of submission: those under 18 years old or over 65 years old may be exempt according to applicable rules. When approaching a birthday, the actual application date will be used for determination.
Health reasons must explain how the illness affects learning or taking exams. Simply writing the diagnosis name is very different from providing information on how the symptoms hinder understanding, expression, learning, or taking the exam. Home Office "Assessing the English Language requirement" requires reviewing this specific link, and will also consider whether the test center can provide reasonable accommodations. For applications applicable to Appendix English Language, there is no unified specified format for medical evidence, which can be a letter from a registered doctor in the UK or a medical exemption form; existing diagnosis reports can also be submitted together to indicate the current status and expected duration.
There are also clear lists of nationalities, for example, the United States, Canada, Australia, etc. Having studied or lived in these countries for a few years does not allow one to use nationality as a criterion based solely on residence experience; ordinary work certificates cannot replace nationality proof.
Check these three items before payment
My judgment is: there is no reusable proof, and it does not meet the exemption criteria. For those taking the B1 exam only for this application, prioritize the recognized listening and speaking speciality. I think it's not worth preparing extra for reading and writing; if there are needs for further education or career-related exams, make other choices according to that purpose. This way, you can focus your study efforts on the skills that actually need to be improved, and it's also easier to determine which question types to practice.
- Confirm the permanent residency route, the intended submission date and corresponding English level, and record the applicable proof clauses in the document list.
- Find old grades, approved records or academic materials; when a health exemption is required, have the doctor explain the specific disability and its duration.
- If it is indeed necessary to apply, select the complete program and test center according to the recognized list, verify identity documents; after passing, save the SELT number for application filling.
