Among all the legal paths to permanent residence in the UK, Innovator Founder (Innovator Founder Visa) is a very special existence - it is not like a work permit that takes 5 years, nor is it like a 10-year permanent residence that requires saving up slowly; as long as your British company really "grows up", you can get ILR in 3 years.
After Home Office upgraded the old Innovator visa to the current Innovator Founder in 2023, the threshold quietly changed fundamentally: the original hard rule of "must have an investment of £50,000 first" was removed. In other words, you don't need to spend a lot of money to prove yourself first, but the price is - when you get permanent residence, you must be able to prove that this company is not an empty shell.
In 2026, there will be several new trends on this path, and many Chinese entrepreneurs in the UK have not yet fully understood the rules of the game. Let’s break it down completely today.
1. What does the "underlying logic" of this path look like?
Let’s explain the skeleton first. The Innovator Founder visa is granted for 3 years at a time. After the 3 years expires, it can be renewed for 3 years. You can also directly apply for ILR with . In other words, in theory, it only takes 3 years from landing to obtaining permanent residence - this is one of the shortest permanent residence paths in the British visa system, nearly half faster than the 5-year work visa.
The price to enjoy this "fast track" is: you must start an innovative company in the UK , and have the government-recognized Endorsing Body deem the company "original, feasible, and scalable" - that is, the three major tests of Innovation, Viability, and Scalability.
⚡ Key point: This is not "investment immigration". What Home Office cares about is not how much money you have in your account, but whether your business idea is truly innovative and has growth potential. A beautiful Business Plan is more valuable than a 500,000 deposit certificate.
2. Endorsement: the first door of life and death
Unlike a work permit that can be obtained by finding an employer with a Sponsor License, the "stepping stone" for an Innovator Founder is the business endorsement . As of April 2026, there are only 3 institutions announced by GOV.UK that can issue endorsements:
📌 UK Endorsing Services (the broadest comprehensive endorsement agency)
📌 Innovator International (technology and entrepreneurial ecology orientation)
📌 Envestors Limited (finance and investor network orientation)
In addition, the Global Entrepreneurs Program (GEP) can also be issued, but it is only open to a small number of high-potential entrepreneurs invited by GEP, and is basically inaccessible to ordinary applicants.
Each agency has its own assessment process and fees. The basic endorsement fee starts at approximately £1,000 (excluding VAT) . Including preliminary evaluation, business plan review, expert interviews, etc., it is common to spend £2,500-£5,000 in practice. The visa application must be submitted within 3 months after receiving the Endorsement Letter, otherwise it will be invalid.
⚠️Real pain point: Many Chinese friends directly apply for a Taobao template-style Business Plan, but are rejected at the first step. What the endorsement agency looks for is originality - your product/service must be identifiable with existing players on the market, not "the British branch of the Chinese version of XX".
3. Apply for ILR after 3 years: the assessment of choosing 2 from 7 is really tough.
Many people stare at the "zero investment threshold" and enjoy themselves, but ignore the real test three years later. When applying for ILR, your company must meet at least 2 of the following 7 growth indicators :
1️⃣ Capital Investment : At least £50,000 has been invested and actually used to promote the business
2️⃣ Customer Growth : The number of customers has doubled in 3 years and is higher than the average of similar British companies
3️⃣ R&D and IP : Carry out substantial R&D activities and apply for intellectual property protection in the UK
4️⃣ revenue threshold : Total revenue in the last complete fiscal year ≥ £500,000
5️⃣ Export earnings : Annual revenue from export business ≥£100,000
6️⃣ Employment creation (normal) : Create at least 10 full-time positions for workers with settled status
7️⃣ Employment creation (high salary) : Create 5 full-time positions with an average annual salary of ≥ £25,000
It seems loose, but in fact, for start-ups, every item needs to be supported by hard data. The most common combination is "capital investment + job creation" or "revenue + R&D IP". Achieving revenue of £500,000 within 3 years is a high wall for most start-up companies. It is recommended that you plan to leave data traces from the first day you get your visa: contracts, invoices, bank statements, HMRC declarations, employment records, intellectual property registration certificates - none of them are missing.

🆕 study visa can be directly transferred domestically to Innovator Founder: According to HC 1333 No. Statement of Changes that will take effect in November 2025, Student visa holders who have completed British courses can switch domestically to Innovator Founder without leaving the country. For international students who have just graduated and have entrepreneurial ideas, this rule opens another door beyond the PSW (Graduate route).
6. Who is suitable to take this path?
Frankly speaking, Innovator Founder is not the choice for those who "seek stability". It is suitable for entrepreneurs who have innovative business ideas with real materials, can achieve quantifiable growth indicators within 3 years, and are not afraid to be reviewed regularly with their Endorsing Body. If you just want to "find a quick way to get your identity", a work visa or a spouse visa is safer.
