How to handle large currency exchange through official channels?

In the cross-border payment pricing guidelines of the UK Financial Conduct Authority (FCA), there is an example where the fixed fee is zero, but the exchange rate includes a 3% markup. This is an official example and not real-time rates; focusing only on the "fee" on the payment page may lead to missing the exchange difference. When paying for tuition, family living expenses, or large asset arrangements, this difference is worth clarifying before making the payment.

My judgment is: For large-scale currency exchange, choose the channel based on total expenses and actual arrival amount. Quotations with unclear fees and deduction conditions are not worth placing orders.

Investigate who accepted the order and who is responsible for payment.

First, record the country where the funds are located, the original currency, the target currency, the purpose, and the receiving account. Then screen out banks, payment institutions, or foreign exchange brokers that can indeed handle this remittance route. The ability to display RMB quotes does not mean support for remittances from accounts within China; when involving domestic funds, confirm with the handling bank the available services and documents based on the actual purpose, and do not apply the product descriptions from the UK side. When comparing channels, record the entities signing the contract, receiving the funds, and paying the recipient in detail, and verify the FCA registration status and business authority corresponding to the UK side. Also, independently verify the registration screenshots sent by the other party.

If the agent is involved, we need to continue checking which institution it represents; we cannot take the agent's name as the answer for the entire payment chain.

In the updated "How to check a firm or individual is authorised" released by FCA on September 9, 2026, it specifically states that PSD/EMD agents (Payment Services/ Electronic Money Agents) can provide payment services on behalf of the principal institution and reminds consumers to verify with the principal institution which services the agent is authorized to conduct. After finding the name, verify the contact channels according to the registration information to avoid paying based solely on a number. Banks, payment institutions, and brokers can all be listed in the comparison list, but the actual scope of service, contract parties, and corresponding authorities should be confirmed item by item.

Exchange rate fees are included in one quotation

Submit the same payment budget, currency, and target arrival date to the candidate channels, and request written quotes at nearly the same time.

"The statement 'no commission means no exchange cost' needs to be revised. FCA clearly considers the premium over the reference exchange rate as a cost borne by consumers; fees from intermediary banks and receiving banks may also reduce the amount received. When inquiring, please ask the other party to clearly state the total deductions, actual exchange rate used, fixed fees, percentage-based fees, and whether the received amount is guaranteed. When comparing, use a unified approach: fix the total amount you are willing to pay, and see which one can result in more funds received; if you need to pay a specific invoice, fix the received amount, and see which one has fewer total deductions."

Another question: When is the exchange rate locked and when does the quotation expire? Keep the confirmation page that displays these conditions.

Confirm the transaction once the materials are ready.

Request the list of required documents before closing the deal, and prepare the identity proof, address proof, and documents explaining the source and purpose of funds as required. If the deposit comes from salary, asset sale or gifts from family members, use records that correspond to this fund. HMRC's AMLG2400, section 10 requires customer due diligence when establishing a business relationship, and section 13 lists the retained records including identity verification, source of funds when applicable, and transaction records. The specific documents actually submitted are determined by the accepting institution based on the business situation. Accept the quotation and make the payment only after confirming the accepted payment methods, the sending account information, and the currency of the receiving account.

The estimated arrival date, cancellation conditions, and refund fees in the contract should be saved together with the quotation.

Retain the transaction confirmation, payment receipt, and collection records after payment, and verify whether the actual amount received is consistent with the written quotation. If the amount received is less, the institution should explain item by item whether the difference comes from exchange rate or third-party fees; if there is a delay, track it using the transaction number. If the recipient needs to receive the full tuition or other payments, write "full arrival" into the requirements when inquiring.
